Medvedev, Obama, Sarkozy Issue Joint Statement on Karabagh

MUSKOKA, Canada—On June 26, Russian President Dmitry Medvedev, U.S. President Barack Obama, and French President Nicolas Sarkozy issued the following statement on Karabagh from the G8 Summit:

We, the Presidents of the OSCE Minsk Group’s Co-Chair countries, France, the Russian Federation, and the United States of America, reaffirm our commitment to support the leaders of Armenia and Azerbaijan as they finalize the Basic Principles for the peaceful settlement of the Nagorno-Karabagh conflict.

We welcome as a significant step the recognition by both sides that a lasting settlement must be based upon the Helsinki Principles and the elements that we proposed in connection with our statement at the L’Aquila Summit of the Eight on July 10, 2009, relating to: the return of the occupied territories surrounding Nagorno-Karabagh, interim status for Nagorno-Karabagh guaranteeing security and self-governance, a corridor linking Armenia to Nagorno-Karabagh; final status of Nagorno-Karabagh to be determined in the future by a legally-binding expression of will, the right of all internally-displaced persons and refugees to return, and international security guarantees, including a peacekeeping operation.

Now the Presidents of Armenia and Azerbaijan need to take the next step and complete the work on the Basic Principles to enable the drafting of a peace agreement to begin.  We instruct our Ministers and Co-Chairs to work intensively to assist the two sides to overcome their differences in preparation for a joint meeting in Almaty on the margins of OSCE Informal Ministerial.

  1. I’m going to be magnanimous:  Status first (i.e. Artsakh de jure independents) and the corridor should be everything west of Artsakh proper.  Take or leave it.

RRR-You are too generous my friend.  Each time I look at the map of Karabagh, I come to only one conclusion:  Not one meter of land should be returned.  Period.  The Azeries deserve nothing, especially after having destroyed the Jugha khatchkars in Nakhijevan.  their recent incursion into Martuni, and of course, the Baku/Sumgait progroms and the alleged (fake) Khojali massacre claims.  There are very few points of brilliance in Armenian history and the liberation of Karabagh is one of them.  We must keep it that way.

  5. International diplomacy subordinating Karabagh issue to their interests and proceed from there, this is not new. The last hundred fifty years of Armenian history is full of many examples. However, Armenia has a president with serious legitimacy problem, there are human rights’ violations in the country, the authorities to not represent the people of Armenia and does not have its support. These are serious internal weaknesses upon which international diplomacy is capitalizing to push Armenia towards concessions, not within the interests of the Armenian people. We must bear in mind that outside forces cannot exert pressure and cannot get through if Armenia internally is stronger and there is good coordination between Armenia and Diaspora. Let us think about how we can correct our internal weaknesses, before blaming external players for our failures.

  6.   The more I read the “principles”, the more I ask myself, ” Who was the oppressor and violator of the human rights of an historically indigenous people?” and “Who started the war and lost?”
           Territorial integrity will always be debated because it can be based on a status quo created by an injustice( i.e. the transferof Karabagh to Azerbaijan by the Soviets). The right to self-determinationis the only principlethat speaks to inalienable right all people.
          The people of Karabagh established their independence over 16 years ago because they responded to the Azeri aggression and restored historic Artsakh.

    You three should have recognized Artsakh’s independence long ago.
    And anyway, all of you have betrayed Armenians in the past and given away our lands to Turks.   Western Armenia, Nakhichevan, Cilicia – all gone.  Especially the Russians – they are the ones who gave Artsakh and Nakhichevan to Azerbaijan in the first place.
    So as I say, shut up.

  10. Big mistake made by big leaders.
    They are stepping on there brother’s head (Armenia), to help there real enemies, (Azerbaijan and Turkey).
    And they wonder why they are loosing there battle???
    If they were as wise as they claim to be, there announcement should of been recognition of Artsakh’s freedom, they should of made a promise to free Armenian occupied lands, they should of committed to strengthen Armenia, so they have a real friend and ally in the region. How stupid and ignorant of all tree of them to not realize that they have to support Armenia who is standing tall alone in that region to keep the are out of extremist power. Can’t they see that they are about to loose there own freedom if they continue to nourish there enemies?  
    They are paving a victory road for there enemies. They will realise there mistakes, and they will be sorry soon.

    Why don’t you ask Turkey to return occupied Cyprus? and occupied Western Armenia?
    Is this the OSCE official plan that Armenia is WORKING WITH? This self serving American, French and Russian wish list should be torn to pieces, and no Armenian should sit on the same table as these criminals until reparations are made for the Genocide, the same way they were made for the Holocaust, until the case of Western Armenian lands has been resolved, and until Russia apologizes for giving Artsakh to Azerbaijan all those years ago… 
    Not one inch of those sacred lands will be given back.  NEVER!  Genocide, lost monuments, lost lands, … What is the matter with us?  Are we this gullible and weak?  Where is what is due to us?  The lands that the Artsakhzis won with their blood, are meant to put a barrier between them and an enemy that is only wishing to ethnically cleanse them.  Those are our lands.  We are not occupying anyone’s lands.  The occupiers are the Turks, Azeris and Russians.
    Those heartless Russians, can’t get themselves to announce that Stalin gave Artsakh to Azerbaijan.  They are keeping this truth barried and are joining the Azerbaijan ass-ki….g band wagon.  Monsters!  There is nothing in the OSCE plan that guarantees ANYTHING for the Artsakhzis!  This plan is a veritable DANGER to Artsakh securtiy!  It should be internationally LOUDLY rejected by all Armenians!
    This OSCE “plan” is proof that there is no JUSTICE, no Human Rights in the world, only INTERESTS!   Well “OUR INTERESTS” will be protected by keeping every inch of the land that no matter how they change the truth, was and will remain ours.
    Why don’t they get together and ask Israel to return its “truly” occupied territories?…. How many years has it been?

    I agree with you.  However, in good faith negotiations you should either make an offer or walk away.  It’s all a moot point anyway…Azerbaijan would reject the offer and in turn, Armenia will retain all of the liberated lands.  I would be fine with this scenario.

  14. Well, this is it. This is their plan that they finally unearthed. Turkish-Armenian protocols were just a prelude, while this will be fiercer fight. I’m only afraid that with a subservient and unpopular government in Yerevan, it might be possible for them to foster the plan. Given this statement it’s now becoming obvious that the recent provocations on the border were intended to make the Armenians understood that they’d need to be prepared for this scenario, otherwise… At this juncture, Armenia needs a new, more accountable to the people, more resolute, and more patriotic government to resist pressure. Again and again in our history we’re being made conformable to the interests of other powers with their interest in Azerbaijani oil. O, Lord, will this ever end?!

  15. As long a the rights of Armenians and minorities in Turkey and Azerbaijan are limited, Armenia should not trust to reduce the security blanket around Artsakh. The Azeris and the Turks have not shown any goodwill. There was a pogrom in Sumgait, an Armenian soldier was hacked to death in Hungary and Hrant Dink was assassinated with the assistance of Turkish police. The real and personal property of Armenian churches and other Christian churches was confiscated during the Genocide and subsequently under the Turkish Republic. The Turks and Azeris have not shown any reason why Armenia should trust them.

    I concur to what you have expressed.. I am absolutely outraged at what is happening… and just like you .. I say to USA, Russia, and France.. Shut THE HELL UP.. what nerves??  inch padosh eres unen es anter shunera… they are all cowards and mobsters.. all they care about is their pocket and votes… they could care less about history, sufferings, justice and truth…they are two faced jackals..a devil  never changes its skin.. it only changes its masks…I see these three superpowers as the devils..

    One of the commentators said that the weakness within is what these devils feed upon and I agree… I just wish that there was something that can be done to fix this before its too late.. I just hope, I pray to God that our lame President and even lamer Foreign Minister will do the right thing.. ONCE AND FOR ALL.. which is to rip the document and tell them to go to hell..i just cant imagine how their conscience would allow them to give up the lands that our own fathers, brothers and sisters fought and lost their lives for…..I hope those who masterminded these wrongdoings knowing full well they are breaking the code of humanity and moral obligation burn in hell……

  18. The writers of the Joint Statement know full well that the Statement is nothing but diplomatic verbiage and it means nothing. They HAD to say something, and they have said it. As far as Karabakh is concerned (I wish we would all call it Artsakh) didn’t Jews fight the Arabs and capture the current Israel? Didn’t Jews then occupy the territory and didn’t they keep it? Have the signatories of the OSCE Minsk Group’s Co-Chair countries, the Presidents of France, the Russian Federation, and the United States of America ever contended, commented, or objected to the Jewish occupation and appropriation of the conquered land? Have they dared contradict Jews? What, then, is the big deal about Armenia conquering Artsakh and taking additional land from Azeris? Why should there be ANY question, by ANYONE? We fought, we shed blood, we conquered, and we will keep it. Azeris are very lucky that we didn’t take Baku and the oil fields also. They truly belong to us. Baku was an Armenian town in the 19th Century, full of Armenian intelligencia. Maybe Azeris should join their Turkic brothers and move back to Altay Mountains, where they came from, and where they belong.

The OSCE, instead of extending their efforts to lift a worthy people recovering from their losses by the Turkish Genocide of the Armenian nation, also seventy (70) years under the repressive communist government of the USSR – today the co-chairs of the OSCE France, the Russian Federation and the United States of America(!) choose to act as bullies against the tiny nation of Armenia.  Bullying, as the Turks do with all the nations that they have ‘alliances’ with (on again/off again) but also as the big boys in school would choose a younger, weaker student to bully.  For shame, for now you have joined with the Turks in their endeavors to regain their Ottoman empires… OSCE, is aiding and abetting the Turks in this effort… and to do this must eliminate the tiny nation of Armenia to please your cohort Turkey… who may or may not be your cohort tomorrow!

    Nothing more or less and they want to get their grubby little hands on it. All they see is $$$ signs and what they can get out of it themselves. In reality, they couldn’t care less for the Azeris and even less so for Armenia. If Armenia and the diaspora want to make some inroads in getting recognition of the genocide universally adopted and make good with reparations, now is the time to push the issue. These guys want to see the oil in their hands…and the profits. Make co-operation in getting to that oil a condition of sorting everything out with Turkey and such. Don’t pussyfoot around with these jokers because if you do, they’ll take you for everything you’ve got and then some. They’ll end up leaving everyone with a bitter taste in their mouths whilst they sit back and cop it sweet. Armenia might only be a minnow on the world stage, but now it’s got three (and possibly more than three) of the really big boys, potentially, by the short and curly bits. Use this opportunity to get what you want out of them, because it’ll be a long time coming before anything like this ever occurs again. Don’t waste it.

    The saying “That is a time and place for everything” cannot ring truer than to this moment in time in Armenia’s history.
    You world leaders begging for what Azerbaijan can offer.  They want to do anything to keep Azerbaijan happy.  The one thing Azerbaijan really wants is Artsakh back.  NEGOTIATION TIME!!!!!.
    “We can give you a couple of territories back IF:
    1. You acknowledge the independence of the Republic of Karabagh NOW.
    2. Acknowledge the Armenian Genocide and start the reparations process NOW.
    3. Restoration of the Western Armenian lands.  Give us our Ararat back NOW.
    4. Russia acknowledge that Stalin gave Arstakh to Azerbaijan so that all the Arab countries who are now calling us the aggressors get on the same page as historical facts.

    If you can’t do all of the above, come back when you can.  Until then ask Turkey how long it has held Western Armenia and Cyprus, and ask Israel when it is returning the occupied territories.

    This is the moment you hit them with all of this.  Now or never. Now let’s see how bad do you want that oil?

    And for God’s sakes, can’t we find one drop of oil in Karabagh or Armenia?

If Armenia goes along with the U.S., Russia & France on giving up the surrounding lands around Artsakh, that would be the biggest disaster for Armenia & the Artsakhsi’s.  More border  conflicts will continue over the years.  The U.S., France, Italy, & England betwayed us after the 1st World War and it doing the same today. The world wants Armenia to disapear so that Moslems can control the area and be united with all their Turkic brothers from Turkey to AZerbaijan, Turkistan, Dajikistan, Uzbekistan, & so on.  Armenia must stand up for its rights and tell the world powers to wake up.  France, Germany, and other European Nations are being flooded with Turks by the millions and in time another Hitler will come about to destroy the uncivilized Turk whom has devastated civilization. The U.S. has yet to recognize the Armenian Genocide because Turks are paying five (5) Jewish Organizations under the table to deny our well recognized Genocide of 1915-1923. Does the world know that Jews controlled the Ottoman Empire to have the Armenians eliminated.  Talaat Pasha & Kemal Attaturk were both Jews and nobody writes about them and the truth of what happened to the Armenian People. The world will never wake up to the truth unless Armenians unite.

    to be one with the civilized nations of the world – sadly neighbored with the world’s most uncivilized nations…

  24. “interim status for Nagorno-Karabagh guaranteeing security”  Who will guaranty security?  The same gutless organizations that had no nerve to condemn recent azeri attack on Armenian border?  First condemn azeri aggression of 1991, return the occupied parts of Artsakh and acknoledge independence of Artsakh.  There is no need to return of refugees and new public referendum.  People of Artsakh already spoke their will in 1988 in accordance with the constitution of the land.  Before any azeri refugees are returned to Artsakh conditions of return of Armenian refugees to Baku, Sumgait, other cities in Azerbajan and Nakhichevan should be guaranteed as cronologically they happened before azeri refugees.

Some say that we here in Diaspora should be more united.  Well, from where I sit I see that we have become ‘more united’… than ever. Via the internet and more, we America-Hais, have come to learn which organizations are leading efforts for our homeland, Haiastan, and too, with the USA Congress and too, which organizations are still in their stagnant stances – not part of the solutions… (in this I include the United States of American  State Department – still stagnating in their pro-Turk stance – even whilst the
    Turks ‘insult’ our USA, our leadership. 
    Too,  some even copy cat… which is OK, since these need to learn and become part of the solution, not regressed in their rigid policies of the past… deeming their stance as the only stance.  The internet has brought us together; has opened to the light the positions/stance of the various organizations – whether they are joining the efforts for our Haiastan, or still of a mentality of the past.  (Too, as I see it, some copy cats are allied with our misdirected USA State Department). 
    We are able to choose, as we have our ‘grassroots’ of Amernians, included formerly our Survivors, and then their children, grand children and too, great grand children ‘more united’ than ever, across the length and the breath of our Diaspora and across the world.  So, there are some ‘misfits’ but they are bound to be in all situations… whoever.
    From where I sit I see our youth, strongly as ever, in the memory of all  our over 1,500,000 lost to our nation by the Turkish Genocide of the Armenian nation still seeking Hai Tad, for all lost, all slaughtered, and worse, all whose bones still lie, unburied – yet knowing we are upholding in their memory – our covenant – never, ever to forget the horrors they bore as humans, by the inhumane, Turk.

    Our youth and future generation will carry on the work to bring justic to all of our perished mothers, fathers, sisters, brothers, uncles, aunts, grandparents and unborn babies…. I for one did not get as involved myself until I arrive to US.  I did not know anything about my history and Genocide when I in Armenia… Armenia in the times of USSR was nothing but a puppet.. alot of information was not available to us.. and the education system never taught history as detailed as it can now…

    THanks to Diaspora.. I developed even stronger knowledge and connection to my roots  and that will NEVER be broken  in a million years.. and I assure you that my children and their children will learn and know about their history and ancestory.. our culture will never die…

The reason the Armenians stopped was because the Turks threatened to enter the conflict because as the same reason the Turks don’t want the kurds to have control of the oil Iraqi oil fields and wealth they didn’t want the Armenians either to have it. The Turks would have no choice but to enter the conflict.

  31. Isn’t it time that the people of Karabagh enter the decision making process? Also, it seems unlikely that Azerbaijan will agree to give up any Armenian lands as King Aliyev will seem weak and maybe have his own head on the chopping block. I do believe that the Azeries unfortunately will try to start another war which the Armenians need to be prepared for. The untrustable Giant three that made the statement understand this and understand that war will only destroy the oil lines and the investments already made. They can care less about Armenia.
    The stupid self centered uneducated oligarchs ruling Armenia, on the other hand, need to take a tougher stance by warning that any other incursion will be dealt harshly by at least breaking off all negotiations and by declaring karabagh independent, which it still has yet to do. At every negotiating table they should also profess the reality that these lands were never Azeri and will and never be returned unless it;s packaged with the recognition and reperations for the Armenian Genocide..
    We won the lands back. The lands belong to the Armenians. An “interm statis” and a buffer corridor is nothing. It is a joke. It’s time to play hard ball.

  33. Hye, so we live with our covenant to those 1,500,000 millions slaughtered by the Turks and too with our Survivors who shared their memories of the horrors the inhumane Turk
    with their families – all across the world. Thus marrying, Armenians to Armenians was also a facet of our cause – for only then could Hai Tahd be furthered, unforgotten…
    Today the need to marry with those who still know of the horrors of the Turkish Genocide of the Armenian nation, is still paramount to advancing Hai Tahd. 
    Too, our religious beliefs was the same and more… as we now live in so many nations across the world where to maintain our Armenian identity could easily disappear in the comfort/security – all the world over.  Today, seeking partners needs Armenians marrying Armenians… is equally an important factor to advance Hai Tahd.
    Even more so it is also our religion, which too is to survive the Genocides, too destroyed and decimated by a Turkey still today, 2010.  Baiting Armenians with ‘crumbs’ to visit our own churches!
    Too, Turks while still seeking elimination of the Armenians over these nearly 100 years are still seeking elimination of our Hai Tahd!!

  34. Dear Armenians.
    It is about time the ARF gets of it high horse and stop thinking that they are God given gift to the Armenian nation.
    We all know what they did in the beginning, and very proud of their achievements.
    But they should not make comparisons, with other Armenian Organizations.
    Shimon Peres did that in year 2000 made a comparison and humiliated the Armenians.
    He said, it was a tragedy what happened to the Armenians but not genocide.
    What did our leaders do they just put their tail in between their legs and walked away
    And we waited for another 10 years? And now all this commotions same tune, and we are told that in 5 years it will be 100 years we should be prepared, for what?  
    The truth is starring at your faces .95 years later don’t you think we should change our tune. And unite first. Before we try to make the world understand about the Armenian Genocide.
    One should ask what is the problems with Armenians Organisations
    We are turning to God for help now, do you think it will work?

  36. I am tired of all of this.  Even my granddad wouldn’t want to constantly reflect on the past. He lost his first wife, daughter, 7 brothers and sisters, mother and father, and acres and acres of farmland in Marash, BUT not his will to survive and to look forward to the future. Otherwise, he wouldn’t have had my mother and I wouldn’t be here.
