Sarkisian, Aliyev Fail to Reach Agreement in Kazan

(A.W.)–Armenian President Serge Sarkisian and Azerbaijani President Ilham Aliyev met at a summit hosted by Russia on June 24 in an effort to reach an agreement on Nagorno-Karabagh. The two states have been under pressure from Russia and the U.S. to reach a tangible solution.

The talks, which were held in Kazan, the capital of Russia’s Republic of Tatarstan, and were mediated by Russian President Dmitry Medvedev, failed to produce such an agreement.

The three presidents issued a joint statement following the summit which read, in part, that they had “reviewed progress in the work to coordinate the Basic Principles for Nagorno-Karabagh settlement project. The presidents acknowledged that common understanding had been reached on a number of issues whose resolution will help create the conditions for approval of the Basic Principles.”

On May 26, at the G8 Summit in Deauville, Medvedev, U.S. President Barack Obama, and French President Nicolas Sarkozy issued a joint statement that urged Armenia and Azerbaijan to reach an agreement.

“We, the presidents of the OSCE Minsk Group’s co-chair countries—France, the Russian Federation, and the United States of America—are convinced the time has arrived for all the sides to the Nagorno-Karabagh conflict to take a decisive step towards a peaceful settlement,” they declared. “We strongly urge the leaders of the sides to prepare their populations for peace, not war… We therefore call upon the presidents of Armenia and Azerbaijan to demonstrate their political will by finalizing the Basic Principles during their upcoming summit in June.  Further delay would only call into question the commitment of the sides to reach an agreement.”

My hypothesis that Mr. Sarksyan, the Armenian illegal and corrupt President and Mr. Ilham Aliyev, the Azerbaijani Corrupt and anti-democratic President, are making secret deal behind their own peoples is turning true. Masterly (like great usta) and at the right time, they give each other the chance to appear “an angel, a victim, and/or a patriot” before their own peoples. After that they again promise something to the super-powers and to their nations. Mr. Sarksyan and Mr. Aliyev are NOT articulating their peoples’ interests. They are NOT solving any problem; they are NOT protecting their peoples; they are NOT keeping peace; they are NOT defending their nations; they are NOT trying to settle anything. They are trying their best to keep their chairs under their backs; they are trying their best to keep presidential positions as long as possible and/or forever just to corrupt their own people as well as the people of the neighboring country; they are trying their best to keep their billions under their gyor! They kill and oppress their innocent citizens, then kill each other on the borders, then meet each other, open their teeth and have a luxurious dinner together with President M. of Russia. Mr. M. of Russia, shame on You!

  2. The Basic Principles at issue are the following:

    1. the return of the occupied territories surrounding Nagorno-Karabakh,
    2. interim status for Nagorno-Karabakh guaranteeing security and self-governance,
    3. a corridor linking Armenia to Nagorno-Karabakh;
    4. final status of Nagorno-Karabakh to be determined in the future by a legally-binding expression of will,
    5.  the right of all internally-displaced persons and refugees to return, and
    6. international security guarantees, including a peacekeeping operation.
    I would like to add one more principle.
    7. Thereby, Turks would have opportunity to genocide all Armenians.
    Armenian political parties who claim they care about their nation and state must  declare these principles are not consistent with the Constitution of the Republic of Artsakh as well as Republic of Armenia. The first principle calls our liberated territory as “occupied territory.” Our president never mentioned them as such. There is nothing for Artsakh or Armenia. These principles are a blue print to put an end to the notion of Armenia and Armenians. Today, we have a golden opportunity to keep and support and make Armenia and Artsakh to be a super power in the region. Tomorrow may be late!

  3. We indeed need a president who is super patriotic, works and lives for the people, who cares a great deal for his country and who knows what he’s doing.  I suggest the A.R.F. would be the leader of Armenia.

  4. First of all, why is this just Russia’s show?  There are 3 nations chairing the OSCE Minsk Group.  Where are the US and France?  They were not invited because why?

    Russis GAVE Artsakh to Azerbaijan in the first place, something we Armenians have conveniently forgotten.  Tell me why.

    Also, you let Azeris back into Artsakh, another war will eventually ensue.  More relevant, the Azeris will oubreed Armenians after a few decades.  Really, is this not obvious?  Why are we talking about the return of Azeris to Artsakh?   Can Armenians return to Azerbaijan, and should they?  No and No.

  5. The ARF as leader???

    Never in a million years. Sorry but the ARF in Armenia is a “party” of fence-sitting opportunists who spew populist rhetoric every time elections roll around but wind up with less and less of the vote. The 2008 presidential election was the party’s poorest showing with around 5%. Get a grip on reality! The ARF should rename itself the Armenian Rhetorical Federation and stick to what it does best – making believe it still is relevant.

  6. Papken, I am from Gubadli, one of what you refer to as the liberated lands. My great greatfather, and his fathers, were all born in the same village. In fact, they had founded the adjance three villages too. Now, you are telling me that these lands were Armenian?! When? 5000 years ago? 2000 years ago? Do you have any proof? Do you have any title to the land? But don’t you worry. We Azeris are much stronger today than we were in 1990. We will come back and take our land back. You just watch.

    President  is  really  not an option for people such as us.We  need a transitory/I am talking about Armenia the Republic Artsakh republic,  a  TRANSITORY  JUNTA<THOUGH I DONTT  LIKE  TO USE  THE WORD,but  that  means a group of sages, not toomany a TRIO or 5 at the most  composed  of two Military  and rest 3 civilians  to take over and govern.Entering much needed  changes and chucking out the ATORAMOL .We need to have  also a Perihpheral   Shrjasyun  Havak,Group  of  some 30 to 40 people  to enter  the National Assembly ,elected  by the PROFESSIONAL COLLEAGUES  ASSOCIATIONS  not the man on the street or the Babik  in the villages.Certainly they may go on like in all countries ,but at present we  need  these ELITE….peopl elected  for  their WORTH. if  they unite  any of  the  3  merits  that  I wrote about  a dozen  times  then they are  not worthy of being elected.
    As to what  the powers  or the semi powers
    are churning  up  around  our fledgling republics , they can go grind  their oxydated axes else where    .We  need  Change  now, beginning also in the Diasporic communities  likewise..In homeland we  have the Oligarks in the Diaspora  we  have BBB,s as Ara Baliozian dubbed  them ,i.e., Bishps bosses  and benmefactors

  9. John, it was not “Russia” which gave Artsakh to Azerbaijan, but the USSR, more precisely Stalin. The reasoning behind it was to ingratiate himself with Turkey, wrongly thinking that it was a country ripe fro falling into the Communist orbit. You cannot blame, nor do anything retroactively, about such a misguided decision which I am sure subsequent Soviet and Russian leaders often regretted.

    The next war (you just pray not to happen) not only you will lose more land your beloved Tatars will lose life line of alioff’s pipeline and wealth…look world’s map and search Armenian highland not only name of azeBYjan do not exist your gifted political land created by British Empire and Stalin 90 years ago, just for oil and taken away from Iranian Monarchs…that land belong to Iran and Armenia see world historical map. your Turkified tribal people from nowhere become a country today!!You should thanks to Soviets and British Monarchs, where they enslave your grand daddy’s land population, for protection of oil, as your Sultan accepted as a new Gendarme of pipe line…I promise you that as long as that pipe line running OK no Azeri will put his foot on Artsakh soil, even they give you best weapon you will leave your sophisticated weaponry for NKR freedom fighters, because you still do not know how to read owner manual, and in your heart you people know that Artsakh do not belong to azerBYjan it is an ARmenian land and always will be an ARmenian land!!

Why Armenians are trying to perform something that others are not willing to reciprocate ?  Before considering to return an inch of land to the Azeris, let Turkey return the vast land and properties illegally confiscated from Armenians.  Who says that today’s Azerbaijan or Nagorno Kharabach or Nakhichevan or Baku belong to Azerbaijan or to Azeris ? 
    Prior to the creation of Azerbaijan and prior to Communists take over of Azerbaijan, Baku and today’s Azerbaijan belonged to ARMENIAN PRINCES.  
    Better, let Azeris return to their real homeland, namely, to historic Persia or modern Iran.  Azerbaijan was another creation of Stalin to please Turkey.
    Turkey Must Stop blackmailing Armenia and even Armenians living in Turkey.  Currently Turkey is supporting Azerbaijan maily due to the fact that Azeri oil is flowing through Turkey and in return, Turkey receives economic and political benefits.
    Thus, Turkey want to support Azerbaijan to accomplish her Pan Touranic movement.  While from the other side The Islamic Republic of Iran would like to stop Turkey’s Pan Turanic movement at all costs. 
    Let us remind  our friends in Europe and America that before you take side get proper education and facts about Armenia and Armenians.  Or you may also become innocent victims of the modern campaign of Erdogan’s creation of the NEW OTTOMAN EMPIRE…
    A sincere message to all ARMENIANS, the unfinished ARMENIAN GENOCIDE IS STILL ALIVE.  WATCH AND DEFINE TURKEY’S CONDUCT IN THE FOUR CORNERS OF THE WORLD.

  12. Azeri, your comment has no logic. A private person like your forefathers could have been very well owner of those three or more villages. However, it does not implies that those villages were owned by Azeri people. I call you people because you people lost your privilege to be called a nation by others. Because your “nation” attempted to genocide Armenians of Artsakh, Baku, Sumgait and other part of your dear Azerbaijan. Furthermore, accoding to the international norms, one of the four requirements of a nation its ability to have control over its territories. Based on your own addmission, part of your Azeri land has been under control of Artsakh for more than 17 years. Finally, the old cliche “Might is Right” as to Armenia and Artsakh has been held true.

    you must have persian or albanian blood?
    azerbaijan was a persian province.
    what saddens me is azeri’s don’t /can’t accept nor admit their error.
    azerbaijan was very strong back in 1990.
