Pashinyan's CSTO freeze, U.S.-EU meeting and new Azerbaijani threats

YEREVAN—Armenian Prime Minister Nikol Pashinyan’s recent announcement of Armenia’s decision to abstain from participation in the Collective Security Treaty Organization (CSTO) has sparked debate regarding the country’s security alliances. 

Pashinyan’s remarks also shed light on the “Crossroads of Peace” project, which proposes significant infrastructure enhancements to bolster connectivity between the Black Sea and the Persian and Oman Gulfs via Armenia. However, critics question the feasibility of such ambitious projects amidst Armenia’s strained relationships with neighboring countries.

Furthermore, Pashinyan’s emphasis on expanding defense cooperation with European countries signals a shift in Armenia’s geopolitical alliances, potentially alienating traditional partners in favor of forging new partnerships. 

Armenia’s open stance towards establishing relations with all partners, including Turkey, has also drawn skepticism, particularly regarding the normalization process with Turkey and the potential risks involved in opening the Armenia-Turkey land border.

Pashinyan’s statements underscore a shifting landscape in Armenia’s foreign relations, which he presents as hope for regional stability and security. The declaration to abstain from CSTO decisions, coupled with efforts to diversify security relationships, leave Armenia’s future alliances uncertain and raise questions about its commitment to longstanding partnerships.

In light of these events, Armenia’s pivot towards the West is increasingly evident. This shift is underscored by the upcoming Armenia-EU-U.S. tripartite meeting scheduled for April 5, as highlighted by U.S. State Department spokesperson Matthew Miller during a recent press conference. 

While details of the meeting remain undisclosed, Miller emphasized the shared objective of encouraging Armenia and Azerbaijan to resolve their differences and achieve a lasting peace agreement. This diplomatic engagement signals a departure from traditional alliances towards closer ties with Western partners, potentially reshaping Armenia’s geopolitical landscape in the process.

In a stern response to Miller’s announcement, Ayhan Hajizade, spokesperson of the Foreign Ministry of Azerbaijan, issued a stark warning, portraying Armenia’s turn toward the West as a potential catalyst for conflict.

Hajizade condemned the forthcoming Armenia-EU-U.S. tripartite meeting slated for April, denouncing it as a brazen display of Western support for Armenia. He cautioned that such overt backing from Washington and Brussels, coupled with Armenia’s festering “revanchist” sentiments, could embolden Armenia to instigate aggressive actions against Azerbaijan. 

Issuing a grave ultimatum, Hajizade insinuated that Armenia might misinterpret the support from the EU and the U.S. as a green light for provocations against Azerbaijan. He ominously suggested that if Armenia were to take such reckless actions, both the EU and the U.S. would bear the brunt of responsibility for any ensuing turmoil.

In a thinly veiled threat, Hajizade underlined Azerbaijan’s unwavering commitment to defending its territorial integrity and sovereignty. He warned that any further provocations from Armenia could plunge the region into renewed conflict, heightening tensions and destabilizing the fragile peace efforts.

With tensions simmering and the specter of conflict looming, Hajizade urged all parties to exercise restraint and uphold international law to “prevent the outbreak of hostilities.” 

In light of recent events, an American think tank, the RAND corporation, has shed light on the complex dynamics of Armenia’s geopolitical landscape in a comprehensive analysis titled “The U.S. Can’t Guarantee Armenia’s Security, Despite Azerbaijan’s Threats, but It Can Help” authored by Joe Haberman and Paul Cormarie. 

The RAND analysts delve into the multifaceted role of the United States in the region, spanning Armenia’s relations with Azerbaijan, Turkey and Russia and strategic outlook.

Armenia’s national interests would be best served by hedging its security relationship with Russia without unduly alienating Moscow by abandoning it altogether,” the analysts argued.

The analysis underscores the delicate balance of U.S. interests in the South Caucasus region, emphasizing that while the area may not be of immediate strategic importance from a narrow perspective, any potential aggression by Azerbaijan against Armenia could profoundly impact American interests. 

In light of the analysis emphasizing the potential ramifications of Azerbaijani aggression against Armenia on American interests, it appears that the West and the broader international community recognize Azerbaijan as the primary instigator of conflict in the region. Despite Azerbaijan’s propensity to issue threats, it is clear that any attack is more likely to originate from Azerbaijan, given its history of belligerent actions.

“An invasion of Armenia by Azerbaijan would run counter to America’s interest. Armed aggression would delegitimize the principles undergirding U.S. support to Ukraine – that international borders are inviolable and that democracies should be defended. An invasion also could further destabilize the region and upend critical energy flows that America’s NATO allies are increasingly dependent on as they wean themselves off Russian supplies,” the RAND analysis reads. 

Regarding U.S. support for Armenia’s defense capabilities, the analysts acknowledge the limitations of immediate military deterrence and advocate for a nuanced approach. They recommend simultaneous military assistance and political intervention to avert further escalation of hostilities in the region, particularly amidst Baku’s preparations for potential military aggression.

Rather than unwavering support, however, the United States should pursue a more cautious strategy, for both its own interests and those of Armenia. It should provide Armenia with the capabilities to defend itself, while setting clear expectations about the limits of its commitments. It can help support Armenian security, but for a number of reasons, it cannot play the role of security guarantor,” the analysis reads.

In the realm of Armenian-Turkish relations, the analysis proposes a constructive role for the United States in fostering regional stability by facilitating improved ties between Yerevan and Ankara. Recognizing mutual interests in normalization, the analysts suggest U.S. support through technical assistance or mediation to expedite the process.

The RAND analysis underscores the complexity of Armenia’s foreign relations and urges Western partners to adopt a pragmatic approach. Rather than pressuring Armenia to choose between alliances, the West should acknowledge its diverse partnerships and focus on areas where mutual cooperation can contribute to stability and prosperity in the region.

Amidst these developments and rising tensions along Armenia’s border with Azerbaijan, concerns are mounting over Armenia’s security strategy. MP Garnik Danielyan of the National Assembly’s “Hayastan” faction has sounded the alarm following PM Pashinyan’s recent announcement that he is prepared to cede four villages in Armenia’s Tavush province to Azerbaijan.

Danielyan claimed that during a recent visit to Tavush, Pashinyan attempted to spread fear of an impending war with Azerbaijan. Yet, Danielyan noted a defiant response from residents, particularly in Voskepar, who stand ready to defend their homeland against any threat.

Against this backdrop, Danielyan has been actively engaging with communities in Noyemberyan and Ijevan, where he has observed the presence of individuals purportedly sent by Pashinyan’s administration to “break the resistance of the villagers.” Expressing hope that the populace will not succumb to such persuasion, Danielyan underscored a growing distrust towards the government.

Furthermore, Danielyan suggested that fissures within the government have emerged, with some members of the ruling party expressing dissent over the unilateral concessions made by Pashinyan in Tavush. These dissenting voices caution against jeopardizing Armenia’s security and alienating the wider society through concessions that undermine national interests. 

As Armenia navigates through these turbulent waters, the nation’s security landscape hangs in a delicate balance, with implications reaching far beyond its borders.

  1. Armenians are systematically being led to the slaughter once again because Armenians refuse to understand the nature and character of the political world they live in once again. With a people this politically illiterate and out of touch with reality, I guess it could not have been any other way. I hope all you champions of “independence”, “democracy” and “westernization” are enjoying the nightmare of the past 6 years. You got your dream in 2018 in the form of a Western-financed “democratic” revolution in Armenia. You then got what you truly deserved in 2020, a historic defeat. The only way to save what’s left of Armenia is to bring her back to Mother Russia. All other “solutions” will only prolong the misery and put the country’s very existence in danger.

    • Has nothing to do with “independence or democracy” NONE! It has to do with gross mismanagement for the last 30 years. It has to do with ridiculous tribal mentality that needs to end! The last 2 previous Artsakh Presidents were thieves robbing the nation. They saw 1/3 of the population leave the country because it was intolerable with corruption and had no future for most. A change was needed. Your confusing this needed change with the current loser fraud PM that unfortunately took their place but in reality is a disaster to Armenia. No one here that I know voted for this man. Stop saying “you got what you wanted”. Yes he needs to be rid. However the idea that Armenia’s salvation will come from “mother Russia” is equally nonsense. Russia has historically screwed Armenia in multiple ways. It was the Soviet Russians that gave away Nakichivan and Artsakh to a made up Turkish gas station in the first place. Never a mention of that ever? It was Soviet Russia that watched for weeks as Armenians were being burned, shot, raped and thrown out windows in major Azeri cities and yet did nothing. It watched as Arstakh was starved. It has never been a true ally unlike Turkey which makes clear its unwavering support for Azerbaijan. NEVER!

      What is needed most is real patriots, intelligent unifying leaders that UNITES ALL OF US: One Armenia, Diaspora and unfortunately Artsakh, which is now bordering on extinction because of the useless loser Pashinyan. He hated Artsakh. He blamed them for Armenia’s current problems. He is too stupid to understand that as Artakh goes so does Armenia. Dont blame needed change and democracy on a loser. AGAIN Unity is the ONLY real answer that has been missing. We need all Armenians from all over working as one to make Armenia an economical, military, political, technological powerhouse. This is nothing Russia wants for Armenia.

Since the days of Stalin the Russians have given away half of the 1 st Armenian Republic to the Turks and the Azeris.     • It was your beloved Westerners, the British and the French, that gave Artsakh and Cilicia to Turks. It was your beloved ARF that surrendered most of Armenia to Turks at the Treaty of Alexandropol on December 02, 1920. With an incompetent, pro-Western government in power in Yerevan at the time, the Bolsheviks were in no mood to do us Armenians any favors. History repeats. Yet, despite Armenian duplicity and incompetence, Stalin’s government did give Armenians of Artsakh an autonomous status and they did turn Armenia into a modern republic. As I keep saying, Armenians are politically illiterate and out of touch with reality.

    • It was the Bolsheviks who supported the Turks with weapons and money which led to the destruction of western Armenia then moved in to save Armenia from a situation it played a key role in instigating – some friend! The fact that the republic of turkey would then distance themselves from the Soviet Union shows how gullible the Bolsheviks were. More recently when Azerbaijan instigated the blockade of the lachin corridor the Russians did nothing to lift it and failed to uphold their treaty obligations of 2020 leaving many Armenians who put hope and faith in Russia dissonant in what has been a hard reality check. It should also be noted the Soviet Union signed away parts of independent Georgia to the Republic of Turkey at the same time as it signed away western Armenia to curry favour with the Turks. As the boundary between the Russian empire and Iran was established in 1828 along the Arax river and Iran was neutral in the Great War it wasn’t really in the Bolsheviks interest to sign away lands to the Kingdom of Iran and Iran was seen as aligned to the west at the time whereas Turkey was seen as one to woo. Otherwise Azeri populated lands could have been traded away.Also at the time the Bolsheviks in the red (communist) green (Muslim) alliance they sought against the west and the interests of the Armenians and to a lesser extent Georgians wasn’t a priority in their policies at the time. Russia is never going to have the kith and kin fraternity with Armenia that fellow Turanian Turkey and Azerbaijan will have, hence Armenia must acknowledge this reality in addition to the fact that it doesn’t adjoin Russia and Georgia a common neighbour is not going to allow much military links between Armenia and Russia whilst it remains in dispute with Russia over its occupation of parts of internationally recognised Georgian territory. It was the Soviet Union which did little when Azerbaijan launched a pogram of Armenians within Azeri SSR perhaps feeling that in its internationalist socialist utopia (in its way rather woke!) that such things weren’t supposed to occur in its pretentious people’s paradise.

When was the last time you read truly an intelligent, pro-Armenian, pro-Russian and pro-Iranian commentary in English by a representative of the North American Armenian Diaspora?   5. One thing every Armenian must understand is that we were forcibly scattered from our ancestral land and are now largely scattered throughout the globe with a small and fragile homeland. As such we have evolved in divergent ways having been influenced by the respective societies which we reside.
    That being said we need to be united about our concern for the Armenian homeland. We should be clear eyed that Turkey and Azerbaijan are 100 percent committed to complete destruction of the remaining Armenian homeland. All dealings with them should be viewed through this lens.
    Remember that what unites us is our Armenian heritage and we need to keep that first and foremost in our minds and hearts. Please let’s be civil with each other and remember who the enemy is.

    • Well said. A bunch of Armenians yelling at each other is unhelpful. We dont have a solution that everyone can agree to or align aorund, but it doesn’t take much to realize that enemy #1 is Pashinyan. The Armenian military needs to depose him in any way possible and put together a transitional government. Three years overdue while Armenia continues to spiral down the tube. Just imagine the puzzlement and embarrassment of people like the French government when they are actually trying to help Armenia but then see the utter futility of working with an idiot like Pahsinyan surrounded by garbage like Simonyan or Ararat or Knel.

They will “help” to get this done. And knowing how politically illiterate and delusional Armenians can be, I would not be surprised if they succeed.

  7. Replying to GZ: You’re right in what you say about the need for civility and unity. However, don’t you think that has been said over and over again without any signs of it materialising? Most of us older Armenians around the world know about our heritage, language, ancient and recent history, etc etc. We all want to see a progressive prosperous motherland; who doesn’t? But our unfortunate geographical location and small size will always force us to be reliant on a big powerful nation partner to help us defend ourselves against our greedy expansionist enemies. The question is who should Armenia look for partnership? USA? Unreliable; its foreign policy is more biased towards our enemies: It supports Israel who supports Azerbaijan; also the US is a NATO ally of Turkey. Germany? Again, unreliable; historically hand-in-hand with Turkey. UK? In 109 years it hasn’t even recognised the Armenian Genocide. Russia, who proved to be indifferent and unhelpful when most needed by us recently? In that case how about France? Is there maybe a little light at the end of the long dark tunnel. Is there a glimmer of hope that we could build on here? Could it be advantageous for Armenia and its diaspora to work together on deepening and cementing our friendship with the French in many fields, esp. militarily, not excluding the nuclear field, as the ultimate deterrent, before it’s too late?

    • Aram, as one of our self-described “older Armenians” here, are you really suggesting that Armenia should look to France for security? Really?! France is just another toxic influenace on Armenia, keeping Armenians from focusing their attention on bettering their relations with Russia and Iran. France’s main intent in the south Caucasus today is to get back at Russia for what Russia did to French interests in Africa. France is part of the reason why Libya, Syria and Ukraine have been turned into bloodsoaked battlefields. They will do the same to Armenia if Armenians like you allow them.

      So, you want to see Armenians wasting their time and resources on a toxic imperial power like France at the expense of worsening Armenia’s relations with Russia, and Iran, Armenia’s ONLY two natural allies in the world. Is that your wisdom?

      Whether you like it or not, the only two nations on earth that have a real interest in preserving an Armenia on the world map are Russia and Iran. Moscow and Tehran are where we need to focus our attention on.

    • India is a potential ally. India is THE historic adversary of Pakistan. Pakistan is an ally of Azerbaijan and Turkey. So by the logic that the enemy of my enemy is my friend, India would be an ally of Armenia. India is technologically advanced, non aligned, and a nuclear power. India does not want to see Azerbaijan or Turkey control the Zangezur corridor. So there are common interests.

Azerbaijan just announced, that it is amassing its military forces on the Armenian border, under the pretext of “protecting its borders” against an “attack by Armenia”, which in Azerbaijani doublespeak means exactly the opposite. It is more than obvious, that Azerbaijan is planning a large-scale attack against Armenia in order to grab large swathes of Armenian land, particularly the so-called Zangezur Corridor, in order to link Azerbaijan with its exclave of Nakhichevan. They already grabbed Armenian land bit-by-bit since 2021, after each border clash started by them. Since the so-called “International Community” did nothing against Azerbaijani aggression and war crimes, first against Artsakh and then against Armenia, Azerbaijan has become bolder and more cocky, and they even announce their intentions openly. What the hell is Pashinyan doing against this grave and imminent danger? Nothing. He is probably thinking how to appease Azerbaijan even more, by handing Armenian land, in his stupid belief that war can be averted and bloodshed avoided. Armenia has never been in such mortal danger since 1915-1921, and the biggest misfortune is to have elected and re-elected a traitor, coward and appeaser like Pashinyan.

  9. Fact: Pashinyan was brought to the political scene by Western and Turkish interests. This was done ahead of the war in Ukraine because they knew Russia’s position in the south Caucasus would be weakened somewhat as a result. Fact: with Armenia having fallen victim to a Color Revolution in 2018 and needing better ties with Ankara and Baku because of its war against the collective West in Ukraine, Moscow gave Yerevan the “independence” Armenians were desperately seeking from Russia. Fact: Russians were never obligated under any treaty to fight for Artsakh. Artsakh was Armenia’s fight, not Russia’s. Fact: after Pashinyan officially abandoned Artsakh on October 2022 (right after Russia suffered a major setback in Ukraine), Russia’s presence in Artsakh became pointless. Fact: Nikol Pashinyan are his supporters are 100% responsible for the nightmare Armenia and Artsakh have been living through during the past six years. Fact: individuals who constantly fearmonger about Russia are either agents of Western/Turkish influence or idiots, or both. Fact: if Russia pulled its hand fully away from Armenia today, Armenia would disappear from the world map tomorrow…

Reply to Gurgen 10.49 Don’t worry, I am awake, so maybe your problem is you’re under the influence of too much Russian vodka which is blurring your vision as well as descending to personal jabs ?! You see, we can all use insulting and condescending words! So, I suggest we all behave like good brothers, as we are all here for one reason, ie to seek, discuss and exchange opinions on this crucial subject in a mature way and hopefully something positive may just come out of it, who knows? Like you and other Russia ‘supporters’ I used to think the same way, however let’s consider a few things here. We all see that VP has been rubbing shoulders with Armenia’s biggest enemy Erdogan. Russia supplied weapons to Armenia…BUT also to Baku! Is that something you do to your friend? Rewind back to the late 80s when the soviet army was sent in too late to spare the lives of Armenians being massacred by Azeri mobs? How come Russian army in Karabagh were siding with Azeris, not Armenians? The book “The Crossing Place” tells us what the Armenian fighters thought of the Russians. They hated them. You see, just like other big powers, Russia is only interested in its own glory and influence. According to the book “Prisoners of Geography” Stalin drew the satellite soviet state borders deliberately so as to weaken some SSR states by ensuring they had large minorities of people from the adjacent state. He did that with the ‘stan’ states, which similarly explains why he ‘contained’ the Artsakh Armenians within Az SSR. Such facts are enough to make us question the extent of Russia’s loyalty towards Armenia and Armenians. Yes, without soviet Russia Armenia would not exist now, but Armenia has done more than its bit in WW2 by providing Armenian officers and soldiers who gave their lives to help push the nazis out of Russia, amongst many other ways they served the Soviet Union.
    But we are where we are and have to be open-minded and not tunnel-visioned towards Russia only. The fact is no one will fight for Armenia’s survival except Armenians themselves. However, we have to be flexible as to who we partner with in order to strengthen our defence capabilities, including arms manufacture to help ourselves in the long term. Apparently, France is willing to be that partner, although Armenia should still continue to strengthen our friendships and trade with Iran and India in every way. Currently, that seems to be a logical way forward.     • @Aram M, quite so sadly stating that Armenians need to be more circumspect about Russia something which events from 2020 locally and in the wider world have made it harder to carry on thinking and acting as was possible in years prior will trigger persons like Gurgen and the politer Concerned accusing one of being disingenuous delusional and being a western agent with no regard to Armenia. Quite simply anything less than the fullest praise for Russia is met by a torrent of abuse which gives the game away as to whose agenda they are serving.

Nevertheless the crux of the issue is that Armenia needs to be more realistic about Russia is as important as ever, ignoring uncomfortable facts about it’s international situation it’s contrary behaviour towards Armenia . As I stated you were triggered by your riposte. Such is your infatuation with Russia that you will even insult your countrymen and nation by claiming that it doesn’t deserve independence. Where have i ever claimed that i wanted to turn Armenia whose main hostile nations are Turkey and Azerbaijan and to a lesser extent Israel to instead turn on Iran and Russia? What I’ve stated which seems to upset you greatly is Armenia must be more honest and realistic about Russia and the mindset of wishful thinking and unquestioned admiration needs to be reassessed. Just like Europe which used to pontificate about “peace continent” has faced a reality check . Israel is having to undergo a reassessment with the fact that it was so badly caught out on 7 October 2023 and the Holocaust no longer serves as a national unifier and international deflection as it had previously done. Being such know alls not needing any words of advice and cautionary warning is how Armenia was unable to realise that the reality and balance of power had switched so greatly since 1994 until the 2020 rout became impossible to pretend otherwise.

Isn’t it such a shame that you’re so one-track minded that you cannot break for one second from your obsessively romantic Kremlin love-pact! Your mind is in desperate need of refreshing, without which it’s easy to understand why you consider a potential counter-solution as unworthy. Sadly You have been brainwashed into thinking that there is no alternative for Armenia other than being re-colonised by Russia. As I said before, I used to think like you but thankfully I am a free-thinker now and happy to look at other solutions. Hence, even after presenting you with numerous facts, your pitiful answer was to say I live in a fantasy world LOL… a typical reply from a denialist of historical facts.     • The incompetent Azeris can’t do much on their own. They are still suffering psychologically from that devastating and humiliating defeat they suffered at our hands. They know very well once the Armenians rose up united as one they have zero chance against us. What we did to them as a result of the war they imposed on us to continue to occupy Armenian territories handed to them by criminal Soviets, they will not forget in a thousand years. We shattered the Turkish and pseudo-Turkish Azerbaijani myths about them. That’s why they behave the way they do today. They are trying to restore their manhood we took away from them three decades ago!

      The real problem for us is terrorist Turkey that has showed up its ugly face, without any Russian protest and counter action, in Armenia’s backyard after a century of absence and they are trying to get from us what they could not and would not even dream of a century ago by exploiting this conflict on Azerbaijan’s behalf on the surface but it reality it is their own plan they are dictating to Azerbaijan. The Azeri chicken-hawk Aliyev keeps barking and making demands because he today, unlike in the past, has Turkish terrorist-in-chief Er-dog-an on his side. On top of that, Armenia today is being ruled by a bunch of inexperienced, incompetent and unpatriotic traitors!
