How? This is no different than the U.S. president picking cabinet members. The only thing we should have is a confirmation for each appointed person, which would consist of a review board comprised of government officials from all parties.

I am assuming Artsakh includes Nagorno-Karapagh and liberated territories. Also belonging to Artsakh is territories to the Kur river still under Azeri control.
