Pashinyan, Aliyev and Putin sign agreement to end Karabakh War

We, President of the Republic of Azerbaijan I. G. Aliyev, Prime Minister of the Republic of Armenia Nikolai Pashinyan and President of the Russian Federation Vladimir Putin announced the following:

  1. A complete ceasefire and cessation of all hostilities in the zone of the Nagorno-Karabakh conflict is announced from 00:00 hours Moscow time on November 10, 2020. The Republic of Azerbaijan and the Republic of Armenia, hereinafter referred to as the Parties, stop at their positions.
  2. The Aghdam region and the territories held by the Armenian Party in the Gazakh region of the Republic of Azerbaijan shall be returned to the Azerbaijan Party by November 20, 2020.
  3. Along the line of contact in Nagorno-Karabakh and along the Lachin corridor, a peacekeeping contingent of the Russian Federation is being deployed in the amount of 1,960 servicemen with small arms, 90 armored personnel carriers, 380 units of automobile and special equipment.
  4. The peacekeeping contingent of the Russian Federation is being deployed in parallel with the withdrawal of the Armenian armed forces. The duration of the stay of the peacekeeping contingent of the Russian Federation is five years, with automatic extension for the next five-year periods, if none of the Parties declares six months before the expiration of the period of intention to terminate the application of this provision.
  5. In order to increase the effectiveness of control over the implementation of the agreements by the Parties to the conflict, a peacekeeping center is being deployed to control the ceasefire.
  6. The Republic of Armenia will return the Kelbajar region to the Republic of Azerbaijan by November 15, 2020, and the Lachin region by December 1, 2020, leaving behind the Lachin corridor (five kilometers wide), which will ensure the connection of Nagorno-Karabakh with Armenia and at the same time will not affect the city of Shushi. By agreement of the Parties, in the next three years, a plan for the construction of a new traffic route along the Lachin corridor, providing communication between Stepanakert and Armenia, with the subsequent redeployment of the Russian peacekeeping contingent to protect this route will be determined. The Republic of Azerbaijan guarantees traffic safety along the Lachin corridor of citizens, vehicles and goods in both directions.
  7. Internally displaced persons and refugees will return to the territory of Nagorno-Karabakh and adjacent areas under the control of the Office of the United Nations High Commissioner for Refugees.
  8. There will be an exchange of prisoners of war and other detained persons and bodies of the dead.
  9. All economic and transport links in the region are unblocked. The Republic of Armenia provides transport links between the western regions of the Republic of Azerbaijan and the Nakhichevan Autonomous Republic in order to organize the unimpeded movement of citizens, vehicles and goods in both directions. Control over transport communication will be carried out by the bodies of the Border Guard Service of the FSB of Russia. By agreement of the Parties, the construction of new transport communications linking the Nakhichevan Autonomous Republic with the western regions of Azerbaijan will be provided.

  1. Yup right on queue. History repeats itself same as 1994, except this time Russia is just in time to save Azerbaijan.

    After Azerbaijan losing thousands of men, and Armenians strategically winning and about to turn the tide, “Mother Russia” is here to save the day for Pan-Turkism, led by that little mafioso making deals with two Turk terrorist despots, and taking advantage of the lack of military leadership skills of a journalist turned Prime Minister.

    Where are all our Aparatchiks blowing their “Mother Russia” zurna now? I thought Nikol Pashinyan was a “Sorosakan”, so how come he handed everything to anti-Soros Russia within one hour, after Armenians have been spilling blood defending their homeland for 30 years?

    And I thought Armenia had a “parliament” for debates and approvals, and I thought The Republic of Artsakh was a signatory party of the 1994 Cease Fire and must be part of peace talks, and I thought Armenia would recognize Artsakh in case of aggression, and I thought nothing can be solved by force and I thought Armenia had a very capable army, and I thought there is also a legal law of Self-Determination, and etc etc etc, blah blah blah.

    Oh I get it, Armenians can’t solve anything by force, but Turks, Terrorists, Azeris and Putin CAN!!

    And after numerous breaches of Armenia’s own security where is that moronic organization called “CSTO”, which is the impotent clownish Russian version of NATO? Oh that’s right, it’s established for the purpose of defending “Mother Russia” not any other Soviet Satellite State.

    And for those fools claiming Armenia was not respecting Russia so Russia is not supporting Armenia, Azeris have been cursing Russia for 30 years straight and told them to get lost from their territories, so how do you reconcile that logic? As I have always said, the Russia-Armenia alliance is a FRAUD!

    Despite whatever I have written in the past against Russia, I was actually hoping I was wrong for Armenia’s sake, but now the Drunk Russian is out of the bag, for all Armenians to see. Russia’s behavior is neither logical, nor rational.

    Artsakh/Armenia must PREVENT any so-called “peacekeepers” at its border, or we have lost our tiny percentage of what ‘sovereignty’ we have for good.

    I started getting suspicious of this whole thing after one week when I saw inaction from Armenia, it seems this whole thing was planned out with Russia, Turkey, Azerbaijan, and Armenia’s incompetent traitor “leaders”. The people of Armenia must dismantle ALL the government, and the military needs to step in and take care of business. If Armenia is going to sit back and watch our people get slaughtered and displaced from their ancestral land, then what is the purpose of keeping and running a country? Hit that dam and FLOOD that phony terrorist nation! Pound Ganja day and night like they are doing to Stepanakert and Shushi. Launch an invasion with your idle army now that Azeris lost a lot of men, DO SOMETHING. But the plan was given away after we saw 40+ days of do-nothing Pashinyan, I guess he was busy making deals with Turkey!

    And Pashinyan has now joined Armenia’s history as a traitor who betrayed ALL Armenians, and especially those who have given their lives defending the homeland. If he was remotely Armenian and saw what was coming, all he had to do was resign immediately. And also, he could have just made these traitorous “deals” from the beginning instead of waiting after we lost the lives of more than a thousand men, maybe two thousand. So now we wonder, was this done because the Azeri/Turk offensive started to fail? They were expecting a “great success” against Artsakh so that Armenians can readily make “concessions”, but after that failed, a “deal” was suddenly signed coming from nowhere, in obvious desperation.

    If this materializes, it is 30 years of work, investment, and lives all to waste. This is the most ridiculous thing I have ever seen coming from Armenia and Russia. Disgusting in every sense of the word.

    • Anything to corroborate your claims that tides were turning? The way I see it, the apparently unexpected use of drones eliminated a huge amount of potential early on, after week 3 it was damage control. Neutral peacekeepers should have been at the border since 94, but sure. I am curios, are you sitting somewhere in Glendale while writing this? Azeris may have kicked out Russians early on but they kept buying their weapons, bribing their politicians and journalists and being generally very easy going and predictable which suits Putin just fine. Compare that to the shitshow that ensued following the PM taking power, please. If you were hoping for CSTO aid, maybe you shouldn’t have put the designated secretary on rotation in jail? We have all heard the leaked recordings which have shown a level of degeneracy and amateurism that should have prompted people to act. People such as the “non-parliamentary and parliamentary groups” that are piping up now.

      But sure, OK – blame Russia for letting things play its course. What have others done in the meantime? The mass media silence on the topic was deafening and don’t tell me it was because of the US elections, buddy. Is the NYT Russian by any chance too?

      Finally, what 30 years of work and investment? What happened after 94 was basically “OK cool, let’s maintain the status quo.” Where were the calls for recognition in 2016? Where were investments in Artsakhs aerial defense since the Turks started using drones in Syria? I know it’s hard but try to get real, dude.

    • I don’t know if you have just stumbled into Armenian issues or not, but your post shows that you don’t know much about what has been going on for the past 40 days, and also for the past 30 years in Armenia and Artsakh, so I don’t know why I should bother responding to you, but for the sake of others that may be interested I will say a couple of things to educate you.

      Instead of asking me if “I can corroborate whether the tides were turning”, why don’t you go watch some real news Armenian sources and videos from the front lines from people that are actually involved in the defense of Artsakh instead of Putin’s ridiculous propaganda outlet like RT and Sputnik?

      Drones were effective? Perhaps. And that does not mean Armenia doesn’t have its own drones or options to get them. And did you ever consider they are about to be IN-effective in the Artsakh winter, and that’s what the army was waiting for to counter-strike which never came about and suddenly “we lost the war” and suddenly “Russian Peacekeepers” popped out from out of nowhere and blatantly violated Armenia’s sovereignty, besides Artsakh’s with disgusting and ridiculous and treacherous not to mention illegal “terms of surrender”? Oh but interesting, that “we lost the war” came as a news to the Artsakh army who were holding their positions quite well, considering all that is involved.

      And obviously you don’t know what ‘investing in the homeland’ means. For 30 years, diaspora Armenians have been donating money to develop the infrastructure of the region. All so it could be handed to Azerbaijan. Many Armenians fleeing the war in Syria came and settled in their homeland, working, making farms, businesses and now lost all that again due to rats in Armenian politics and backstabbing turkophiles from Russia. After an attempted genocide was unleashed in 1990 against Artsakhtsis, they started building their homes and lives again and now once again lost it all. Now ask yourself again: do you really want to ask me “what 30 years of work and investment?”.

As the media has been terrible at reporting this war with any accuracy and having to rely and judge other sources, it should be noted that this agreement suddenly appeared only a day after Azerbaijan ‘accidentally’ shot a Russian helicopter and killed two pilots. Then apparently there were reports of explosions in Baku. Can someone please explain what is really going on if they know with certainty??

    It’s quite obvious Moscow forced this on Armenians hastily. Either that or this was agreed long ago, in which case why did the war continue and cause more harm and death to Armenians? Lots of questions need answering.

    I knew they were going to link Nakhichevan. It’s listed the last but is likely the most important. You can look up my post two months ago when I pointed out Azeris and Turks are planning on building oil pipelines in the future and Chevron sold it’s oil interests earlier this year. All of this needs to be investigated by professionals to find any legal recourse.

    Compile all those obvious foreign agents and shills including the worst one M. Doran, government official from Bush era, and investigate them all for any illegal activity and make their lives hell legally. This entire war has been ridiculously one-sided with multi nations and agents ganging up on Armenians. How is it even legal for a NATO member to not only participate in this war but also transfer terrorists, and nations were mum about it??

    I have a feeling there are many entities and corporations who are going to benefit significantly as a result of this loss. They don’t care about Armenia, Artsakh, or our people. It is only dear to our hearts. There are also some Arab sources claiming Israel has its eyes on Iran. All of this needs to be looked into. Where are the Armenian journalists and investigators?? I can’t be the only one who feels we are being played! I wish I can help but don’t know how.

    • The Bush era official you are talking about is Michael Doran. Yes, he is a grotesque individual. He is a corporatist who is happy that America gets more of a foothold in the Caucasus because of oil and gas reserves, as well as gold.

  3. “Defense Army and militia forces stand firm on our native soil.” This is what Arayik Harutyunyan said on the 9th November. It’s not out of the realm of possibility that Russia forced Armenian troops to stand down just like they did during Operation Ring in the first Karabakh war. Notice how quickly Russian troops were deployed to hand over land to Turks, but they didn’t lift a finger when David Bek was shelled or Turkish F-16 shot down an Armenian SU-25 over Armenian airspace.

    Russia has always taken the side of Turks and Azeris because they are both scared and fond of them. Turkey intimidates Russia. It’s the reason why Russia sits idol while its helicopter recently got shot down by Azerbaijan.

    This post will probably get a reply from a Russophile Armenian that will say that Russia did nothing wrong and that Armenians should blame themselves.

  4. Listen to Artsakhs President today? Said it clearly. Armenia leaders like Pashinyan are Traitors. Without doubt. Where was the full potential of the Armenian army? I never saw it. The whole time Im expecting full blown Armenian military to join. Never happened. I would email them every day questioning their involvement..Instead we see old and inexperienced volunteers? This man needs to pay. Also Russia is NO ALLY. Lets make that perfectly clear. Turkey made no secret to its desire to fight directly for Azerbaijan and included mercenaries. Russia is impotent at best and scared and useless and indifferent at worst. Russian hegemony were responsible for giving these lands to made up fictitious gas station Zionist banking funded TATAR Turkish controlled country called Azerbaijan in the first place. Russians were complicit in the pogroms in Baku and Sumgate in the late 1980’s.. Armenians liberated these lands without anyone’s help. they lost them with treasonous Pashinyan’s obtuse inactions.

    • My understanding is Armenia’s military could not get involved otherwise Turkey would declare war on Armenia. This is also why missiles were not launched all over Azerbaijan and destroy Baku as much as we like. Russia is not going to come help Armenia and start WWIII over Armenia. We lost because AZ had far more advanced weapons primarily the drones that gave them a huge advantage. The treasonous people would be those experts who did not see it coming and resolve the issue over the years. Pashinyan is not that expert. Armenian priorities were elsewhere including the diaspora and allowed foreign influence to weaken us. Now we need to be united and plan what is in the best interest of Armenia, being divided is exactly what our adversaries want including Russia.

  5. If the agreement states that either party can cancel the peacekeepers, then why cant we just throw all the Russians out, including the ones in the base at the Turkish border, withdraw from CSTO and that worthless economic group and do what we want?

    The war was over too soon. We should have bombed Baku. There’s a Monte Melkonian out there. We just need to give him a chance.

    20,000 diaspora volunteers tried to sign up to fight. Why did our military turn them away, saying they weren’t needed?

    Every article in the west is stating that Armenia lost and Azerbaijan won. That’s not the war that was just fought. There were thousands of psychopathic Syrian and Lybian jihadists, 250 high level Turkish officers operating the drones, 1200 Turkish special forces trained in mountain combat and somebody, the CIA, FSB, MOSSAD giving our positions to the Turks and Azeris. And let’s not forget the planeload after planeload of Israeli cluster bombs and missiles replenishing the supply lines.

    The Russians were in on this. Let’s kick them all out. We can take back all their “investments” that they stole from us and tell them itS reparations for the 250,000 Armenians killed by the Russian communists in the 1930s.

    Either we get off the mat and come back punching or we’ll never get up again.

      Seta, without appropriate preparation, we lost this war. What makes you think that getting back at it would be any different? But no, you’re not satisfied with that, you want to open a second front with Turkey too. Would take about 10 days until there is nothing left between Azerbaijan and Turkey. So, Russia is only useful to Russia and so as long as its presence in the Caucasus is secured by a military base in Armenia, they will remain there for their own interests. What stolen investments are you talking about, by the way? Like, I get you’re upset and all, but this delusional nonsense is exactly why it is so hard to empathize with this wholly self-made situation.

      Finally, while yes, it was Armenia fighting against Turkey, Azerbaijan and mercenaries without any noteworthy support, your attempt to say “well we didn’t lose because they played unfair” is a bit childish. Just like the policies that did not foresee this or the people that didn’t immediately realize what danger a PM who confronts Russia for no reason at all poses.

  7. Zaven, it’s been reported Erdogan is publicly calling for Aliev to finish the job. Is it childish to believe those two are not going to stop before they’ve liquidated or expelled every Armenian. Is it delusional to believe Russians will never stop the Turks finishing us off. They flinched at one helicopter getting shot down.

    A second front has already been opened through Meghri.

    Twlelve years, 500,000 US troops at one point, Agent Orange dropping from the sky, the Vietnamese did not surrender. Did they suffer? Yes. Were they driven from their ancestral lands? No. I understand the numbers. One million dead Vietnamese is too many. But is 2,300 Armenian soldiers from a population of 3 million people too many as well, especially when all 3 million are at risk?

    There’s an article about Karabakh by The Saker at Unz.com about Pachinians’s incompetence. Also, data about botched military strategy.. Many Armenian men would never have made those mistakes.

    It could very well be an exercise in futility but no one knows who’s won the war until it’s over. There are too many examples to name of armies coming back from defeat to win a war to dismiss the Armenians.

    General Akar is visiting each of the governments of the Central Asian Turks with the goal of organizing a “Turan Army.” There are Turks celebrating our defeat throughout Central Asia as though it’s a personal victory for them.

    The next two months may be our last chance.

    Not sure we should rule out the Biden effect. He’s the only politician who’s come out and stated the US should back Erdogan’s opposition. He watched Erdogan lie to and frustrate Obama who was disillusioned with the Turks at the end. He may not be a friend of Armenia but he’s not Erdogan’s best pal either.

  8. Yikes, Zartir Lao. So the Armenian and Artsakh governments and military both say the situation was untenable but that one interview with that one is of course enough. All tactical retreating, right? I’m sure you’re right though, which also explains your tone, in saying that Armenians just lost half of the disputed territory but would be able to regain it and more. Just waiting for it to rain – I sometimes forget we’re aquatic, apologies.

    The speculation about Armenian drones and procurement capabilities is of course also not invalidated in the least by this thing we call reality where we didn’t see anything for 45 days.

    Finally, and you may be inadvertently hinting at the crux of many issues, when you equate donations with investments.

    I can tell that you are certainly not new to Armenian issues as you seem to show the same level of self-deception that has led people to believe for the last 25 years that anything was OK with the status quo all while the enemy was preparing. You actually live in a world where we weren’t losing Shushi (and lost it physically before giving it up formally) which was repeatedly described as the location from which Artsakh is controlled. It is from this lala-land that you are commenting which would be funny if the situation wasn’t so tragic.

    In the meantime, you are welcome to keep watching “real news” – are those the same that were saying everything is going A-OK just up until two weeks ago? Or should I rather trust literally every other source that said things were not going well at all? Maybe speak to a local or two, they might have some interesting insights.
