Nalbandian Commends Joint Statement

Nalbandian: We commend the desire and consistent efforts of the leaders of the OSCE Minsk Group co-chair countries.

YEREVAN (A.W.)—Answering a question to the Haylur news program, Armenian Foreign Minister David Nalbandian “commended” the leaders of the OSCE Minsk group co-chair countries on their joint statement on Karabagh on June 26, which reaffirmed their “commitment to support the leaders of Armenia and Azerbaijan as they finalize the Basic Principles for the peaceful settlement of the Nagorno-Karabagh conflict.”

The basic principles highlighted yet again by Russian President Dmitry Medvedev, U.S. President Barack Obama, and French President Nicolas Sarkozy were the following: the return of the occupied territories surrounding Nagorno-Karabagh, interim status for Nagorno-Karabagh guaranteeing security and self-governance, a corridor linking Armenia to Nagorno-Karabagh; final status of Nagorno-Karabagh to be determined in the future by a legally binding expression of will, the right of all internally displaced persons and refugees to return, and international security guarantees, including a peacekeeping operation.

Nalbandian, reacting to the statement, said:

We commend the desire and consistent efforts of the leaders of the OSCE Minsk Group co-chair countries—Russia, the U.S., and France—in supporting the sides to bring their positions closer and move forward with the peaceful settlement of the conflict.

It is important that the statement, made in the sidelines of the G8 Summit in Canada in making a reference to the elements proposed in connection with the L’Aquila statement from July 10, 2009, is re-endorsing those principles, which had several times been proclaimed by Armenia as basic principles for the conflict settlement. They are: the final status of Nagorno-Karabagh must be determined by a legally binding expression of will of the Nagorno-Karabagh people, which means a recognition to realize the right to self-determination by the people of Nagorno-Karabagh; there must be a permanent land linkage between Armenia and Artsakh; and international security guarantees must be ensured.

The elements of the Madrid Proposals mentioned in the statement remind of the published principles of the Madrid document in connection with the L’Aquila statement. While more than two years ago Armenia stated that it accepted and recognized the Madrid document as a basis for negotiations.

The leaders of co-chair countries point out that in the negotiations based on the Madrid Proposals of 2007 a significant step, yet another phase was particularly registered during the meeting held exactly 10 days ago in Saint Petersburg, where the sides concluded what they had achieved up until now as a result of meetings and agreed to continue the negotiations on this basis.

The upcoming days will show whether Azerbaijan is ready to move by that route or whether it will continue its bellicose stance attempting to derail the negotiation process through new provocations and unconstructive steps.

  1. What kind of grass is Nalbandian smoking?

Nalbandian says: “We commend the desire and consistent efforts of the leaders of the OSCE Minsk Group co-chair countries.”

These three so called leaders have made “consistent efforts” to secure one “desire” from the RA from the very beginning and that desire is  — continuous concessions.

Get your nose out of your you know what and submit your long LONG overdue resignation letter.

  2. This is just unbelievable… I am sooo pissed at Nalbandian.. What in the HELL is he thinking commending these clowns’ efforts.. no wonder our country can’t get out of this mess.. because Nalbandian and Sarkissyan is definintely sniffing this grass called “stupid”….

  3. Do not beleive in the great powers, they only think about themselves. They are doing the same think as  they did in 1918. They gave us the Treaty of  Sevres then they kicked us out of Lausanne. Our only hope is in a our Armenian unity to fight back. Double up the Armenian Army and stand firm.

  4. This guy is trying to sell something that does not belong to him. Poor Karabakhis will have to pay for and instead of this person’s linguistic exercises. I beg Karabakhis to speak out that Karabakh has nothing to do with this man!

  5. Incompetance has no borders…it’s everywhere! Unfortunately our nation and our ancestral lands are situated in an area of continued conflict.

We are not aggressors! We just want to be left in peace and have justice prevail into the future as well as into the horrendous past. We also know (as Richard has said here) that we cannot depend on outsiders. They really don’t give a s…! Can we d epend on Russia? The USA? France? Really?

Ongoing hostility is such a huge burden for a fragile 3 million people to have to carry just to have a peaceful existance?

Don’t we all wonder why God doesn’t just come down from Heaven and strike these evil people once and forever?

  6. The writers of the Joint Statement know full well that the Statement is nothing but diplomatic verbiage and it means nothing. They HAD to say something, and they have said it. As far as Karabakh is concerned (I wish we would all call it Artsakh) didn’t Jews fight the Arabs and capture the current Israel? Didn’t Jews then occupy the territory and didn’t they keep it? Have the signatories of the OSCE Minsk Group’s Co-Chair countries, the Presidents of France, the Russian Federation, and the United States of America ever contested, commented, or objected to the Jewish occupation and appropriation of the conquered land? Have they DARED contradict Jews? What, then, is the big deal about Armenia conquering Artsakh and taking additional land from Azeris? Why should there be ANY question, by ANYONE? We fought, we shed blood, we conquered, and we will keep it. Azeris are very lucky that we didn’t take Baku and the oil fields also. They truly belong to us. Baku was an Armenian town in the 19th Century, full of Armenian intelligentsia. Maybe Azeris should join their Turkic brothers and move back to Altay Mountains, where they came from, and where they belong.

  7. Hye, the Azeri Turks do not listen, they make pronouncements, lies, distortions – and they are secure with their oil wells – leaders pocketing the profits, their citizens not reaping the benefits of the oil wells.
Yet, if there were to be some scattered oil pipe leaks, this the Azeris would comprehend.

  8. Dear Garabed.
    No disrespect to your comment.
You have mentioned this sentence in another occasion. We are not aggressors.dont you think we better start to be aggressive.
You mentioned incompetence has no borders… It’s everywhere! your dead right. And so is ignorance.
You are calling the all mighty (God) to come down from heaven and strike these evil people once and forever.
Garabed God gave us a simple organ called the brain it is their for a reason to be used ,as to see fit . Do you think in all our Armenian Organizations and their organizers? Are they?

  9. To: Antoine

Thank you for your comments. I never suggest(ed) we don’t use our brain, intelligence and other talents God has given us. God wants us to use what HE has given us to the fullest. The enemy is mentally depraved! They really have no reason, other than hatred, to fight.

One of many talents is our bravery. The odds are usually against the Armenian Nation and has been so for centuries. Miracles, Divine Intervention is still needed and desired.
Please do not overlook it! I don’t ever suggest ‘check your brain at the door & turn the other cheek!’

Winning the Artsakh War is an example of Divine Intervention + Military Intelligence, bravery, sacrifice, hard work etc. etc. Unfortunately many lives are lost in the process!

  10. You must know who is this individual called Nalbantyan:

1- He has no national roots, whatsoever, no national identity. Typical ‘Internationalist’ aparatchik of the USSR , educated and performed for the USSR, as a communist.

2- He is married with a Russian lady, daughter of Yevgeni Primakov, well known Russian Foreign Minister, KGB chief, and prime-minister, who nearly succeeded in surrendering Artsakh to Baku a couple of years ago.

3- He never lived in Armenia with his family.

4- He was ambassador in Egypt at the beginning of Armenia ’s Independence, since he lost his job in USSR , and Levon gave him this. Armenians in Egypt called him the Pharaoh, as he used to party and spend poor Armenians taxpayers’ money.

5- He then had the prestigious (i.e.=glamorous) job of Ambassador in France , thank’s to Primakov’s intervention with Robert Kotcharian. Primakov was asking then already the post of Foreign minister for his son in law (those days Primakov was N 2 in Russia ), and as a consolation, his daughter was spared the hardship lifestyle of Yerevan for luxury life in central Paris…

6- This Ambassador was nick-named ’starlet’ by French Armenians and Armenian Embassy employees, since his only obsession was to be in every possible occasion before cameras, no matter he knew the guy, or contributed to the event… thus he loved photos with Chirac and send it to Yerevan with Label in media ‘Nalbandian managed to pass Genocide Bill in Paris with his meeting with Chirac’, while he had no implication whatsoever with the recognition process…., or self attributed…every action done by French Armenians in his reports to Yerevan , while he never met a single Armenian organization, etc…

7- He used to receive back in 1999 30,000 USD from FA ministry’s budget every month, for his family expenses: private apartment right across of Eiffel tower, while rich Armenians used to host the Embassy and ambassador gratis, sending his children to private schools, luxury Mercedes, etc…

8- When he finally got his job as a Minister, long promised, his wife and children, REMAINED in Paris, in their Luxurious apartment, and Mr. Minister visits them regularly every 15 days… see his travel routes and schedule, systematically he makes a ‘working stop’ in Paris!

9- For months after his nomination, he refused to name an Ambassador to Paris , to keep his beloved glamorous place and material advantages for himself… since Yerevan was too hard a place for such a Sugar boy!

10- Once Chirac said sarcastically to Armenian Community representatives: ‘What Independent Armenia are you talking about? Are you kidding me? You have been independent now for 10 years, but your Ambassador travels with a ‘RUSSIAN DIPLOMATIC PASSPORT’ when he enters customs services in Charles de Gaulle Airport’!!!

This is the man who is responsible for this Turkish-Armenian Protocols and nobody can do anything about him! Nothing Armenian in him.

What do you expect from such officials!!

    “Good Luck,” Armenians !

  11. Thank you Hyemart for exposing scoundrels! Many of us do not know the depth of corruption destroying our beloved fledgling countries, RA & Artsakh

When will our republics offer, for reasonable fee & conditions, full ciizenship to members of the diaspora? Only then we will have a united and strong voice in the affairs of our country!

I love the idea of the overdue lawsuit for $ billions to be recovered from Turkey & its bank(s)

  12. Hye, Sarkisyan and Nalbandian of Armenia are the wrong leaders, wrong capabilities/mentalities, wrong persons for our Armenian history  – too – Bryza is the wrong person, wrong capabilities, wrong for the history of our fledgling Armenian nation… Why do such inept individuals persist when they serve best by leaving Armenia to patriots and honest ‘Americans’ (Evans) – to benefit our Armenian nation… rather than these misdirecteds who create havoc to a worthy Armenian nation rising from the ashes of the Turkish Genocide and as well, the seventy (70) years of USSR’s repressive governance of the Armenians which a Sargisyan and a Nalbandian pursue today.  Sargisyan and Nalbandian would serve the Armenian nation best by resigning, allowing patriots to come forth and to lead the nation to reach its full potentials – for all the citizens of Armenia and the world over!  Manooshag

  13. Unfortunately, patriots and honest professionals rarely make it to the highest echelons of power. This is the tragedy of human civilization and Armenia is not an exception. Scoundrels, intellectual midgets, and self-centered provincials generally make their way to the top because they suffer from inferiority complex and have a maniacal zeal to assert themselves in the higher social hierarchy. Whereas honest, patriotic, and cosmopolitan intelligentsia are either trampled underfoot or leave the race considering it below their dignity to compete with nonentities or prefer to save their health or lives by not confronting the outnumbering masses of corrupt, narrow-minded mediocres both in the government and in the society. Unfortunately, thugs like Sarkisyan and Nalbandyan are preferred over patriots by those sinister world powers, the so-called internationalist power elites, who meddle in and manipulate world events, because thugs and scoundrels are more conformable and susceptive to control rather than independent-minded, public-spirited patriots.
